I am directed by the Earl of Kimberley to acknowledge the receipt of your letter dated the 26th April, on the subject of the punishments of branding and flogging in Hongkong.
Lord Kimberley would be glad to be informed whether the process of branding is adopted for the purpose of punishment, or for that of identification.
If for the former purpose, it appears to Lord Kimberley to be a barbarous punishment, and one which he would be very unwilling to sanction. If for the latter, a photograph of the prisoner would be a sufficient substitute.
